The Pump Price Is Not Coming Down. The Tax Floor Will Not Let It.

UK petrol is 172p a litre this week. A peace deal drops the crude price. It does not drop the 53p of duty baked into every litre before a single penny of VAT.

WHAT'S HAPPENING

UK petrol averaged 172p per litre in the week of 21 September, up from 133p a year ago. Diesel hit 195.5p. Both grades have risen three weeks in a row. Brent crude is near $100 a barrel because the Strait of Hormuz, the waterway that carries a fifth of the world's oil, remains at 38 percent of its pre-war shipping volume. Trump said at the UN a deal comes after the November midterms. The market heard: no relief before 3 November at the earliest.

YOUR WALLET

Filling a 55-litre tank costs roughly £94.60 at current petrol prices versus £73.15 a year ago. That is £21.45 extra per fill. Fuel duty is fixed at 52.95p per litre regardless of the oil price. VAT at 20 percent is charged on top of that duty, so when crude rises, the government collects more tax automatically without changing a single rate. From January 2027, duty rises 3p per litre, adding another £1.65 per tank. The peace deal saves you money on the crude slice only.

YOUR WILL

Law of the Trap: the system is designed so there is no exit that costs you nothing. Drivers believe the pump price will fall as fast as it rose once a deal is struck. It will not. Wholesale prices adjust quickly; pump prices move slowly because retailers buy fuel on different cycles. The duty floor and VAT mean even a 30 percent crude price collapse delivers a fraction of that at the forecourt. The relief people are waiting for has already been partially priced out by the structure of UK fuel taxation.

THE MOVE

The Sovereign One does not wait for the pump to get cheaper before adjusting. The question worth sitting with: what spending in your life is priced in oil that you have not yet noticed? Step 5 applies. The urgency of a peace deal is engineered by the people who set the price. The duty hike arrives January 1st whether or not a deal lands. Position before the clock runs out.

Iran Offered to Open the Strait in Seven Days. Saudi Arabia Is Already Bypassing It.

Two moves are happening at once. Tehran is offering diplomacy with a deadline attached. Riyadh is restarting a pipeline that routes oil around Iran entirely. Both will move the oil price. They move it in opposite directions.

WHAT'S HAPPENING

A senior Iranian official told Reuters on 22 September that Tehran can reopen the Strait of Hormuz within seven days if the US eases its blockade on Iranian ports. The proposal was delivered to Washington through mediators on 16 September. Simultaneously, Saudi Arabia is preparing to restart its East-West pipeline, which routes crude to the Red Sea and bypasses the Strait altogether. US and Iranian envoys held a three-hour meeting at the UN on 22 September that Trump called very productive. Confirmed Hormuz transits averaged 6.98 million barrels per day over 20 September, against an 18.3 million barrel pre-war baseline.

YOUR WALLET

Brent crude is at roughly $101 a barrel today, up 46 percent year on year. US diesel hit a record $6.52 per gallon nationally this week. If the Hormuz pipeline restarts and the Saudi East-West pipeline comes back online simultaneously, Goldman Sachs sees Brent falling toward $80 in Q4 and the EIA projects an average of $90 in H2 2026. Every dollar Brent falls saves a US household approximately $0.02 per gallon at the pump over two to three weeks. The Saudi pipeline alone removes some supply pressure even before a deal, which is why oil rose and then fell on the same day.

YOUR WILL

Law of the Narcissist: both Washington and Tehran are performing for their own domestic audiences rather than closing a deal. Trump framed the UN speech as a threat to annihilate, then confirmed productive talks in the same afternoon. Iran offered a seven-day Hormuz reopening while its military called Trump's speech a sign of strategic desperation. Each side is generating leverage theatre rather than actual terms. Ordinary people exposed to fuel costs absorb the volatility between every performance. The gap between the speech and the deal is where households pay.

THE MOVE

The Sovereign One reads both signals, not just the headline. Iran's seven-day offer and Saudi's pipeline restart are not the same story. One is diplomatic leverage. The other is physical supply that moves regardless of diplomacy. The question worth sitting with: if Saudi Arabia bypasses Hormuz before any deal is signed, what happens to Iran's negotiating position, and what does that do to oil in 30 days? Step 6 applies. The deception is inside the framing, not the facts.

The Memory Chip Inside Your Phone Is Priced in Hormuz.

Samsung and SK Hynix make 70 percent of the world's DRAM. South Korea imports 70 percent of its crude oil through the Strait. One number controls the other.

WHAT'S HAPPENING

South Korea imports roughly 70 percent of its crude oil from the Middle East, almost all of it through the Strait of Hormuz. Samsung and SK Hynix together control nearly 70 percent of global DRAM supply and 80 percent of high-bandwidth memory used in AI chips. Their fabs run 24 hours a day on power generated largely from LNG. When the Strait disrupted in February, South Korea's stock market dropped 18 percent in four trading days. Samsung rose 3.3 percent and SK Hynix added 1.2 percent on 23 September as Trump reported productive Iran talks. The chip price and the oil price are now the same bet.

YOUR WALLET

DRAM contract prices nearly doubled in Q1 2026 versus the prior quarter, according to Counterpoint Research. Samsung's Q1 operating profit rose 755 percent year on year. SK Hynix's operating margin reached 72 percent. Micron guided its Q4 2026 revenue to a $50 billion midpoint with an 86 percent gross margin. Every device with memory chips, from laptops to phones to cars, absorbed those costs. Apple's former CEO flagged on the Q3 2026 call that the company expected to pay even higher memory costs in September. The war raised fab energy bills; the AI boom meant manufacturers could pass every cent through.

YOUR WILL

Law of Entropy: complex systems under sustained pressure degrade in ways that are not linear and do not reverse cleanly. The assumption in markets is that a peace deal restores pre-war energy costs for South Korean fabs and normalises memory pricing. That is not how it works. Energy contracts run on lag. LNG supply chains take months to rebalance. DRAM production cycles are 12 to 24 weeks. The relief rally in chip stocks the morning after a deal will price in normalisation that physically cannot happen for two to three quarters. Retail investors buying that rally are buying the story, not the timeline.

THE MOVE

The Sovereign One separates the deal announcement from the supply chain reality. Memory prices do not fall the week the Strait reopens. They fall when South Korean LNG costs fall, which follows six to twelve weeks later. The question worth sitting with: if chip stocks rally 15 percent on a deal and the underlying cost structure does not change for two quarters, where does the price go by March? Step 3 applies. The discomfort of sitting out the rally is cheaper than financing the correction.
