LAW OF THE TRAP

The system is designed to feel like progress while the floor drops out for those at the bottom. Parents who cannot qualify are told the problem is their own circumstances, not the cliff-edge architecture of the policy. The IFS called the £100,000 threshold distortions among the most severe ever seen in a tax and benefit system. But because some parents genuinely benefited, the political cover is complete.
