Britain Has a £3 Trillion Debt and a Budget on October 28. The Unlocking Mechanism Nobody Is Explaining Is Public Corporation Borrowing.
Germany has done it for decades. The UK counts it against its debt limit. Changing that accounting rule, not raising taxes, is the actual policy debate inside the Treasury right now.

What's Happening
The Burnham government has committed to Starmer's fiscal rules, which means day-to-day spending must be covered by revenue. To fund infrastructure without breaking those rules, Treasury advisers are examining public corporation borrowing, debt issued by state bodies and repaid from their own future revenues, land sales, transport receipts, business rates. The UK is one of the few advanced economies that counts this debt against its fiscal rule. Germany, the Netherlands and Sweden all treat equivalent borrowing as off-balance-sheet, issuing far more of it and at lower sovereign cost.
Your Wallet
The Resolution Foundation estimates that every £10 billion of extra borrowing adds £500 million a year to Britain's interest bill. The national debt already sits at nearly £3 trillion, nearly double the advanced economy average as a share of GDP. Chancellor John Healey faces the October 28 Budget with a £23.6 billion cushion under the primary fiscal rule. Former Goldman Sachs chair Jim O'Neill, now advising Burnham, has said there is room to borrow for investment under existing rules, but only if projects are structured to generate growth returns. The fiscal rule is the ceiling. Public corporation debt is the ladder.
Your Will
Law of Entropy. Every system under constraint finds a workaround or it degrades. The UK has frozen the levers that raise the most tax, committed to fiscal rules it cannot easily change, and inherited crumbling infrastructure that requires capital it cannot officially spend. The result is a slow pressure build toward a mechanism that most voters have never heard of. When that mechanism finally gets explained, it will be framed as innovation. An 18-year-old should understand: the creative accounting is already here. The question is who benefits from what gets built with it.
The Move
The Sovereign One watches the October 28 Budget for any language around Public Finance Institutions, PuFins, or reclassification of public corporation debt. That language, not headline tax rates, is the actual signal about where the next decade of UK infrastructure capital flows. Step 5: The Day After Doctrine. The Budget is the event. The accounting framework change is the consequence that comes after. Position before the announcement, not the day the FT explains it.
Eat or become food, Darling.
