France's 2027 budget freezes public sector wages for the fourth consecutive year, saving roughly €2 billion. Meanwhile, France's debt interest bill is projected to hit €91 billion in 2027, more than the entire defence and education budgets combined. Students blockaded schools in 440 locations on 29 September. The government is not cutting the classroom because it wants to. It is cutting the classroom because the bond market comes first.
Know this: a French civil servant's wage is set by an index point. That index has not moved in four years. With French inflation running above 2 percent annually across that period, a teacher on €2,400 per month has lost the equivalent of roughly €200 per month in real purchasing power since 2023. The government calls it fiscal consolidation. The teacher calls it a pay cut that never happened on paper.
Law of the Landlord: whoever owns the debt sets the rules for everyone underneath it. French bondholders now collect €91 billion a year in interest. That number is not negotiable. Everything else, wages, classrooms, nurses, firefighters, is what is left over. The government frames the freeze as responsible budgeting. What it cannot say is that the landlord, the bond market, already took the money before the budget was written. People feel the squeeze and blame the politicians. The politicians are not wrong that the squeeze is real. They are wrong about who imposed it.
